Job Summary

To provide strategic leadership and oversight to ensure the effective execution of the Commission and health service’s strategic objectives. This role is pivotal in aligning programs and performance initiatives with national health priorities, ensuring optimal resource utilization, and fostering a culture of accountability and continuous improvement.

Duties & Responsibilities

• Lead the development and implementation of strategic planning frameworks and performance management systems. • Oversee the coordination, monitoring, and evaluation of programs to ensure alignment with strategic goals. • Provide leadership and direction to the Performance Management and Program Management teams. • Collaborate with internal and external stakeholders to ensure integrated planning and execution across departments. • Monitor progress against strategic objectives and provide regular reporting to the Secretary and executive leadership. • Identify risks, challenges, and opportunities across programs and recommend strategic adjustments as needed. • Promote a culture of evidence-based decision-making, accountability, and continuous improvement. • Ensure compliance with governance, reporting, and regulatory requirements.

Qualifications & Experience

• Bachelor’s degree in Administration or related field. • A Master’s degree in a related discipline such as Public Health, Health Economics, Strategic Management, or Business Administration. • At least 5 years working experience at Director level or equivalent in a relevant field.

Skills Required

• Proven experience in strategic planning, programme management, or performance management, preferably in the public health or government sector. • Leadership and team management skills. • Analytical, problem solving, and decision making abilities. • Communication and stakeholder engagement skills. • Demonstrated ability to develop and implement strategic planning frameworks and performance management systems. • Proficiency in data systems, dashboards, and reporting tools.
