Job Summary
Lead and manage the internal human resources function for the HSC Secretariat, including HR planning, recruitment, performance management, staff development, and employee relations.
Duties & Responsibilities
- Develop and implement HR policies, procedures, and systems for the Secretariat.
- Manage recruitment, onboarding, and staff placement processes.
- Oversee performance management and staff appraisal systems.
- Coordinate training, development, and capacity-building initiatives.
- Handle employee relations, grievance resolution, and disciplinary processes.
- Promote gender equity and inclusivity in all HR practices.
- Develop and implement staff wellness programs and initiatives.
- Monitor and report on diversity and inclusion metrics.
- Ensure compliance with labour laws, public service regulations, and Commission policies.
- Prepare HR reports and analytics for decision-making and audits.
- Maintain accurate and confidential employee records.
- Supervise HR Officers and support staff within the work stream.
- Provide strategic HR advice to senior management.
- Liaise with external stakeholders including PSC, Ministry of Health, and labour bodies.
Qualifications & Experience
• HND/Bachelor’s Degree in Human Resources Management or Bachelor’s Degree in Social Science plus Diploma in Human Resources Management
• A relevant Master’s Degree
• At least 6 years working experience as Deputy Manager or equivalent in a relevant field.
