Job Summary
Lead the planning, coordination, and execution of strategic programmes across the Commission and health service, with a primary focus on health systems strengthening and donor/partner-funded frameworks that support health workforce investment, growth, management, retention, and engagement.
Duties & Responsibilities
• Lead the design, implementation, and monitoring of programmes aimed at strengthening health systems and supporting health workforce development, management, retention, and engagement.
• Ensure alignment of programmes with the Commission’s strategic plan, national health priorities, and donor/partner frameworks.
• Develop programme frameworks, work plans, and performance indicators tailored to health workforce investment and engagement.
• Coordinate cross-functionality and manage interdependencies between programmes, especially those funded or supported by external partners.
• Monitor programme progress, outcomes, and report to senior leadership, focusing on health workforce impact and sustainability.
• Facilitate stakeholder engagement, including donor agencies, development partners, and internal teams, to ensure effective collaboration and communication across programme areas.
• Promote best practices in programme management, including the use of tools, methodologies, and reporting systems relevant to health workforce initiatives.
• Provide mentorship and capacity building to programme teams, fostering a culture of continuous improvement and accountability.
Qualifications & Experience
• Bachelor’s degree in Public Administration, Project Management, Development studies or related field.
• Master’s degree in Public health, Public Administration/ Management or related field.
• At least 6 years working experience as Deputy Manager or equivalent in the relevant field.
Skills Required
• Experience in programme or project management, preferably in the public health or government sector, with demonstrable experience in donor/partner funded health workforce programmes.
• Proven experience in managing complex, multi stakeholder programmes focused on health systems strengthening and workforce development.
• Leadership, analytical, and organisational skills.
• Communication and stakeholder engagement abilities, especially with donor agencies and development partners.
• Proficiency in programme management software and performance tracking tools.
